  • Statehouse Update Jan 31-Feb 2

This week the Senate is expected to vote on the education scholarship proposal (S.39), after which it will go to the House. The bill, which would pay for some low-income students to attend private schools or help cover the cost of other education expenses, is supported by a majority of likely SC voters, according to our recent poll. Senators are also pursuing a separate privately-funded scholarship program via other legislation, which is in committee this week (see below).

Meanwhile on the House floor is H.3614, which would prohibit a public utility from retaliating against an employee who reports wrongdoing to the Office of Regulatory Staff. Whistleblowers are critical to identifying potential abuse and corruption, so providing them with basic protection seems like a wise policy.

    Education

S.285 – This bill, known as the “PACE” program, would drastically overhaul and expand South Carolina’s privately-funded K-12 scholarship program. Under PACE, most K-12 students would be eligible for a limited number of scholarships to attend private school or pay for home school expenses, with some scholarship funding specifically reserved for low-income and special needs students. Scholarship donors would receive an income tax credit based on their contribution amount. The bill is being taken up by a Senate Finance subcommittee at 3PM on Tuesday. (livestream here)

    Medical

H.3232 – This bill would require a suspended, terminated or excluded Medicaid provider to provide a patient’s medical records at no charge. It will be taken up by the House 3-M Committee Tuesday at 3PM (livestream here).

    Government transparency

S.134 – This bill would require all South Carolina school boards to livestream their meetings and post the video recordings online, a policy recommended in our recent transparency report. The bill passed subcommittee last week but has yet to be scheduled for full committee.

While most House legislative committee meetings are scheduled to be livestreamed, a concerning number of Senate meetings are not, including six budget subcommittee hearings. This seems to be a continuing problem for the upper chamber, as last year we noted that many Senate meetings went unstreamed.

    State budget

    Criminal Justice budget subcommittee

2/1/23 8:45 AM – Hearing from the Administrative Law Court, State Law Enforcement Division, and Department of Corrections (livestream not scheduled)

    Higher Education budget subcommittee

2/2/23 9:30 AM – Hearing from Coastal Carolina University, Lander University, and Commission on Higher Education (livestream not scheduled)

2/1/23 Immediately after House adjournment – Hearing from the Department of Vocational Rehabilitation and the SC Commission for the Blind (livestream here)

    Constitutional budget subcommittee

1/31/23 upon House adjournment – Hearing from the SC Judicial Branch, SC Council of Governments, Administrative Law Court, Legislative Audit Council, and the City of Columbia (livestream here)

2/1/23 1.5 hours after House adjournment – Hearing from the Governor’s Office and Mansion & Grounds, and the Department of Administration (livestream here)

Public Education and Special Schools budget subcommittee

  • WHEN WILL HE RETURN?

    Matthew 24:36-39

    (36) "But of that day and hour no one knows, not even the angels of heaven, but My Father only. (37) But as the days of Noah were, so also will the coming of the Son of Man be. (38) For as in the days before the flood, they were eating and drinking, marrying and giving in marriage, until the day that Noah entered the ark, (39) and did not know until the flood came and took them all away, so also will the coming of the Son of Man be. (New King James Version)

Though our present day rivals Noah's in corruption and evil, this meaning of Matthew 24:36-39 is actually the secondary interpretation. The primary meaning is more simple: Christ would come at a time when most of the world was busy doing its normal activities.

Notice verse 36: "But of that day and hour no one knows, no, not even the angels of heaven, but My Father only." This is the subject sentence of the entire paragraph. Verse 42 repeats the thought: "Watch therefore, for you do not know what hour your Lord is coming." Jesus rephrases it in verse 44: "Therefore you also be ready, for the Son of Man is coming at an hour when you do not expect Him."

Luke's version makes this especially clear:

And as it was in the days of Noah, so it will be in the days of the Son of Man: They ate, they drank, they married wives, they were given in marriage, until the day that Noah entered the ark, and the flood came and destroyed them all. Likewise as it was also in the days of Lot: They ate, they drank, they bought, they sold, they planted, they built; but on the day that Lot went out of Sodom it rained fire and brimstone from heaven and destroyed them all. Even so will it be in the day when the Son of Man is revealed. (Luke 17:26-30)

People will be involved in their normal activities, not realizing such a momentous event is about to occur!

Paul writes that "the day of the Lord so comes as a thief in the night. For when they say, 'Peace and safety!' then sudden destruction comes upon them, as labor pains upon a pregnant woman. And they shall not escape" (I Thessalonians 5:2-3). Just when men begin to think they have a handle on society's problems, total chaos and destruction will erupt.

Peter reminds us of scoffers coming in the last days who would say, "Where is the promise of His coming? For since the fathers fell asleep, all things continue as they were from the beginning of creation" (II Peter 3:4). The apostle goes on to cite the example of the Flood—which came on suddenly and unexpectedly—as an event that broke the natural cycle of life (verses 5-6). Such is the time of Christ's return.

All of these prophetic warnings include the admonition to watch and be ready for it when it comes. As Paul says:

But you, brethren, are not in darkness, so that this Day should overtake you as a thief. . . . Therefore let us not sleep, as others do, but let us watch and be sober, . . . putting on the breastplate of faith and love, and as a helmet the hope of salvation. (I Thessalonians 5:4, 6, 8)

Christ's return will not be sudden and unexpected to the church. We may not know the day or the hour, but we will be somewhere "in the ballpark." Jesus says His day "will come as a snare on all those who dwell on the face of the whole earth" (Luke 21:35). But, as verse 34 says, if we "take heed to [our]selves," not being mired down by sin, we will be expecting it.

We are certainly living in times very like those of the days of Noah, so the return of Christ could come anytime soon. Knowing this, our job is to watch and pray and overcome so "that you may be counted worthy to escape all these things that will come to pass, and to stand before the Son of Man" (verse 36).

  • Tombstone Arizona - Did you know...
In 1937 - eight years after Wyatt Earp died, his wife Josephine (pictured) made an improbable visit to Tombstone.

Accompanied by Wyatt's cousin, Vinnolia Earp and her husband, she walked the streets again after a 55 year absence. She visited many location and spent time with a Tombstone Epitaph newspaper correspondent for a few words.

She spoke of an autobiography she was working on, and remembered Doc Holliday: "They were always trying to get him on some count. He was really a very kind hearted man."

There were many things she declined to talk about - most notably Wyatt's involvement in the history making events so popularized by then. Her recollections leave more to the imagination than the known. There's no way of knowing what memories came to her as she walked around town that quiet February weekend, but wouldn't we all love to know.

  • Giant 1931 Studebaker Convertible reduced to ashes:
Wild Flowers it stood on a prominent knoll along State Rte 2 at the Studebaker Proving Ground for six years.
The car had served its purpose admirably as a three dimensional advertising tool that had gained national and even international notoriety. By 1936 however it had become a bit outdated as a symbol of the forward looking company and the ravages of time had taken its toll on its wooden construction.
With only a small contingent of members of the Studebaker Fire company, some engineering department staff and a few members of Studebaker photographic looking on pretty 22-year old Miss Jessie Meyer (427 West Jefferson Blvd Mishawaka) used a swab to coat the car in a flammable liquid and then applied a torch to it.
It took but a few minutes for the car to be completely consumed by the flames and it burned to the ground. Fortunately two wheels and hub caps and the tail light were saved, the hub caps now being on display at the Studebaker National Museum. The two huge Firestone rubber tires that were saved were still at the PG until salvaged for the war effort in 1942.

  • HOW THE APOSTLES DIED.
    1. Matthew. Suffered martyrdom in Ethiopia, Killed by a sword wound.
    2. Mark. Died in Alexandria, Egypt , after being dragged by horses through the streets until he was dead.
    3. Luke. Was hanged in Greece as a result of his tremendous preaching to the lost.
    4. John. Faced martyrdom when he was boiled in huge Basin of boiling oil during a wave of persecution In Rome. However, he was miraculously delivered From death. John was then sentenced to the mines on the prison Island of Patmos. He wrote his prophetic Book of Revelation on Patmos. The apostle John was later freed and returned to serve As Bishop of Edessa in modern Turkey. He died as an old man, the ONLY apostle to die peacefully.
    5. Peter. He was crucified upside down on an x shaped cross. According to church tradition it was because he told his tormentors that he felt unworthy to die In the same way that Jesus Christ had died.
    6. James. The leader of the church in Jerusalem, was thrown over a hundred feet down from the southeast pinnacle of the Temple when he refused to deny his faith in Christ. When they discovered that he survived the fall, his enemies beat James to death with a fuller's club. This was the same pinnacle where Satan had taken Jesus during the Temptation.
    7. James the Son of Zebedee was a fisherman by trade when Jesus Called him to a lifetime of ministry. As a strong leader of the church, James was beheaded at Jerusalem. The Roman officer who guarded James watched amazed as James defended his faith at his trial. Later, the officer Walked beside James to the place of execution. Overcome by conviction, he declared his new faith to the judge and Knelt beside James to accept beheading as a Christian.
    8. Bartholomew. Also known as Nathaniel. He Was a missionary to Asia. He witnessed for our Lord in present day Turkey. Bartholomew was martyred for his preaching in Armenia where he was flayed to death by a whip.
    9. Andrew. He Was crucified on an x-shaped cross in Patras, Greece. After being whipped severely by seven soldiers, they tied his body to the cross with cords to prolong his agony.
His followers reported that, when he was led toward the cross, Andrew saluted it in these words, "I have long desired and expected this happy hour. The cross has been consecrated by the body of Christ hanging on it". He continued to preach to his tormentors For two days until he expired.
    10. Thomas. He Was stabbed with a spear in India during one of his missionary trips to establish the church in the Subcontinent.
    11. Jude. He Was killed with arrows when he refused to deny his faith in Christ.
    12. Matthias. The apostle chosen to replace the traitor Judas Iscariot. He was stoned and then beheaded.
    13. Paul. He Was tortured and then beheaded by the evil Emperor Nero at Rome in A.D. 67. Paul endured a lengthy imprisonment, which allowed him to write his many epistles to the churches he had formed throughout the Roman Empire. These letters, which taught many of the foundational Doctrines of Christianity, form a large portion of the New Testament.

Perhaps this is a reminder to us that our sufferings are indeed minor, when we compare them to the intense persecution and cold cruelty, faced by the apostles and disciples during their times, for the sake of the Faith.

"And ye shall be hated of all men for my name's sake: But he that endureth to the end shall be saved."

Pass this message on to encourage other Christians.
Why Do we feel sleepy in Prayer, but stay awake through a 3 hour movie?
Why are we so bored when we look at the HOLY BOOK, but find it easy to read other books?
Why is it so easy to ignore a massage about God, yet we forward the nasty ones?
Why are Prayers getting smaller, but bars and clubs are expanding.
Why is it so easy to worship a celebrity, but very difficult to engage with God?
Passing this message on can be your contribution to the gospel of our Lord Jesus Christ.

Paul endured a lengthy imprisonment, which allowed him to write his many epistles to the churches he had formed throughout the Roman Empire. These letters, which taught many of the foundational Doctrines of Christianity, form a large portion of the New Testament.
